Legislation making its way through the U.S. House of Representatives would significantly reduce National Science Foundation funds for the social sciences and interfere with the agency’s peer-­review process. The alarming proposal, known as the Frontiers in Innovation, Research, Science, and Technology Act of 2014, or FIRST Act, threatens to dismantle social- and behavioral-science research in the United States.

In December 2013, the President’s Council of Advisors on Science and Technology (PCAST) issued a reportexploring the potential of Massive Open Online Courses (MOOCs) to expand access to higher education opportunities.

Earlier this week, Chairman Lamar Smith (R-TX) and Rep. Larry Bucshon (R-IN) introduced the H.R. 4186, the Frontiers in Innovation, Research, Science and Technology (FIRST) Act. It’s a bit surprising that there has been so little coverage of this very controversial bill. Among many troubling provisions, the bill includes language on public access that SPARC strongly opposes. The language, contained in Section 303 of the bill, would impose significant barriers to the public’s ability to access the results of taxpayer-funded research, be a step backward from existing federal policy in the directive, and put the U.S. at a severe disadvantage among our global competitors.

On March 12, SPARC submitted a letter to leaders of the House Science Committee opposing Section 303 of the FIRST Act which would severely undermine U.S. public access policies.

Open Education Week kicked off today with a briefing on Capitol Hill sponsored by the bipartisan Congressional E-Learning Caucus. Leading open education experts and college campus leaders discussed how K-12 and higher education systems can leverage open educational resources (OER) to reduce the cost of textbooks, improve student outcomes, and fuel the economy with a better educated workforce.

Open Education Week will take place on March 10-15, 2014. In a similar fashion to Open Access Week, participants across the world will organize events, share resources, produce videos, and take action to celebrate the benefits of free and open sharing in education.
